Accessibility Statement for Mobile ID

This accessibility statement applies to Mobile ID (Mobiilivarmenne), which is widely used with Elisa's services. The accessibility statement describes, how accessible Mobile ID is, what kinds of accessibility limitations there are and how you can give feedback about Mobile ID accessibility.

The service is subject to the Act on the Provisioning of Digital Services, which implements the European Accessibility Act and applies from 28 June 2025.  The accessibility of this service has been assessed in cooperation with external accessibility experts 16th of June 2025. This accessibility statement was created on 17th of June 2025 and last updated on 18th of June 2025. 

Accessibility Status of Mobile ID

The service partially meets the accessibility requirements of WCAG 2.2 level A and AA.

Activating Mobile ID and changing passcodes

  • Too low text to background and border to background contrast ratio in form fields (1.4.3 Contrast (Minimum))
  • Phone number entry keeps repeating "invalid entry" on screen reader until the number is valid. (3.3.1 Error Identification, 3.3.3 Error Suggestion
  • Form fields lack visible focus (2.4.7 Focus Visible)
  • Visually hidden parts of UI are accessible by a screen reader (1.3.1 Info and Relationships)

Authenticating with Mobile ID

  • Language selection is missing a label in mobile mode (1.3.1 Info and Relationships, 4.1.2 Name, Role, Value, 3.1.2 Language of Parts)

  • Authentication waiting page is missing heading (1.3.1 Info and Relationships)
  • No screen reader confirmation after phone number input and selecting "Continue" (3.3.2 Labels or Instructions)

PDF documents

  • Some PDF documents are not tagged properly for screen readers. 
  • Reading order, language markings and headings are not always correctly structured.
